Fee Refund Policy

This Refund Policy applies to all vocational programs offered by JRS College of Business and Healthcare that are regulated under the Ontario Private Career Colleges Act and its regulations. All students and applicants are entitled to refunds in accordance with provincial law and the terms set out below.

Definitions

• Program Fees: All tuition and compulsory fees charged for a vocational program.

• Service Fee: An administrative charge equal to the lesser of 20% of program fees or $500.

• Program Mid-Point: The point at which half of the scheduled hours of instruction have taken place.

Refund Types

Students may be entitled to a Full Refund, Full Refund Minus a Service Fee, or a Partial Refund, depending on the circumstances described below.

1. Full Refund

You may cancel your Student Contract and submit a written request for a full refund in any of the following circumstances:

• You are expelled from the Career College in a manner or for reasons outside of the College's Expulsion Policy or Sexual Violence Policy.

• The Career College collects more than 20% of the total program fees (up to $500) before you sign the Student Contract.

• A total of more than 10% of the program is taught by unqualified instructors.

• The Career College, while still operating, discontinues the program before you are able to complete it.

• You do not receive the required written Mid-Point Progress Evaluation from the Career College.

• The program approval is revoked by the Superintendent of Career Colleges.

2. Full Refund Minus a Service Fee

You are entitled to a refund of fees paid for the program minus a service fee if you:

• Withdraw from the program more than two (2) days after signing the Student Contract but before the program begins; or

• Do not meet the program's admission requirements when the program begins.

The service fee will be:

• 20% of all vocational program fees, or $500, whichever is less.

3. Partial Refund

If you withdraw from the program after the program begins, you may be entitled to a partial refund, depending on how much of the program has been delivered by the Career College.

In most cases, the Career College may retain:

• The applicable service fee; and

• The fees for the portion of the program already delivered.

However, if the Career College cancels the Student Contract because you did not attend the program within the first 14 days, the Career College may retain only the applicable service fee.

(1) A career college shall give a student a refund of the fees paid for a vocational program in accordance with this section if,

• If the student withdraws from the program after the program start date specified in the student’s contract with the college. In accordance with college policy if the student intends to resume and complete the program within the approved twelve (12)-month completion window, no refund will be processed.

• If the student is expelled from the program for a reason permitted under the college’s expulsion policy. In accordance with college policy, no refund shall be issued for services already availed. Any refund eligibility, if applicable, will be determined based on the stage of the program at which the student is expelled and in accordance with legislative requirements.

(2) If a student’s program is scheduled to be up to 12 months in duration, the career college shall give a refund for the program as follows:

• If a student withdraws or is expelled before the program midpoint, the college will issue a refund equal to the total fees paid, minus the service fee and any fees already earned. All refunds under this policy are subject to a review of the student’s academic and administrative records.

• If the withdrawal or expulsion occurs after the program mid-point, no refund is required for the program.

(3) If a student’s program is scheduled to be more than 12 months in duration, the career college shall give a refund for the initial 12-month period of the program and any subsequent period as follows:

• If the withdrawal or expulsion occurs before half of the scheduled hours of instruction have taken place for the period, the college shall give a refund equal to the total fees paid, minus the service fee and any fees already earned. Any refund issued under this provision shall be subject to a review of the student’s record and will be calculated based on the portion of services already availed by the student in relation to the fees paid.

• If the withdrawal or expulsion occurs after half of the scheduled hours of instruction have taken place for the period, no refund is required for that period.

• If a period has not yet started at the time of the withdrawal or expulsion, the college shall give a refund of all fees paid for that period. Any refund issued under this provision shall be subject to a review of the student’s record and will be calculated based on the portion of services already availed by the student in relation to the fees paid.

International Students

The following additional provisions apply to International Students.

International Student Fees

The Career College may charge international student fees in relation to a vocational program; however, these fees cannot exceed the fees published on ServiceOntario.

Refund Policy for International Students

International students may cancel their Student Contract or withdraw from the program for any reason.

The same refund policy that applies to domestic students also applies to international students.

1. General Refund Information

• JRS College is required to issue any eligible refund within 30 days.

• Students should review the refund policy attached to their Student Contract.

• There is a 2-day Cooling-off Period after signing the Student Contract.

• All refunds will be issued in Canadian Dollars (CAD).

2. Program Fees Covered Under the Refund Policy

Only the following fees are covered by the refund policy:

• Compulsory program fees published on ServiceOntario, or

• Optional program fees approved by the Superintendent.

Examples of optional program fees include field trips or conferences related to the program but not required as part of the curriculum.

3. Books and Equipment Refunds

To receive a refund for books or equipment supplied by the College under the Student Contract, students must return the items:

• In the same condition (unopened) in which they were supplied; and

• Within 10 days of withdrawing from the program.

4. Outstanding Balances

The College cannot deduct money from a refund that a student is entitled to for a vocational program if the student owes money:

• For other College services; or

• For non-vocational programs offered by the College.

5. Withdrawal or Expulsion

The same refund policy applies if a student:

• Withdraws from the program; or

• Is expelled in accordance with the College's Expulsion Policy or Sexual Violence Policy.

6. Cooling-off Period

Students may cancel their Student Contract within 2 days of signing it by providing written notice to the College. Students are encouraged to keep a copy of their written notice.
